Douglas County: Acq-Upper St Croix Flowage Land Acquisition-Bell Trust/Wilcox Is: Douglas County will acquire approximately 128 acres (six parcels) of land located on the Gordon/St. Croix Flowage to protect the headwaters of the St. Croix Scenic Riverway. The properties include primarily wooded acreage located along both the southern shore of the flowage and Wilcox Island along the northern shore. A legal description of the parcels is attached. The property will be managed by the County Forestry Department as either special use areas to preserve and protect the water quality and wildlife habitat of the flowage or as county forest lands. The primary goals of the property's management plan are 1) to preserve and protect the water quality of the flowage and the high quality fishery and wildlife habitat, rich in both aquatic and terrestial bio-diversity 2) to protect the southern shoreline of the flowage from further development, and 3) to protect and maintain as a unique benchmark stand the old growth red and white pine stand on Wilcox Island. The property will be open for public access and use but intensive access or recreational provisions are not planned.

Minong Flowage Association: Hlk-Minong Flowage: Fish-Sticks Dan Maxwell: Minong Flowage Association will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan. Practices include: fish sticks 1 lakeshore property.

The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #17 is required.

The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.

Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. Whitefish Lake Conservation Organization, In: Lmi-Whitefish Lake Diagnostic & Feasibility Study: The Whitefish Lake Conservation Organization, in cooperation with the US Geological Survey, Wis. Dept. of Nat. Res., and private consultants, will conduct a comprehensive diagnostic/feasibility study of Silver Lake and it's watershed and develop a lake management plan.

The project includes the following activities; (1) the USGS will conduct an assessment of the lake's hydrology and water quality and model lake responses to management scenarios, (2) the DNR [Integ. Sci. Serv.] will conduct a lake bottom sediment core study to determine historical conditions and changes in lake water quality over time, (3) consultant Susan Cray Borman will conduct an aquatic plant survey and develop management recommendations, and (4) consultant Eric Olson will coordinate and compile the results of these studies into planning reports and action plans as well as provide for project public communication, input (through surveys and working groups) and education.

Project deliverables include: l. Detailed hydrologic and nutrient budgets, including simulations of alternative development scenarios in a published technical report. 2. Detailed aquatic plant survey and report. 3. A lake core paleoecological study and report. 4. Two interim planning reports synthesizing and summarizing the findings of the other studies, and 5. A comprehensive lake management plan for Whitefish Lake.

Specific conditions for this project include: The installation of all stream and lake gauging stations must receive the approval and/or permit from the Department of Natural Resources water regulation section.

Oakland, Watershed & Land Use Plan: The Town of Oakland will conduct a watershed and land use planning project addressing resource protection for all lakes, streams, shorelands, wetlands, watersheds and other lands in the Township of Oakland in Douglas County. Project activities will include the formation of a Citizen Planning Committee, establishing the scope of the town planning project, conducting I & E and listening public meetings, and developing goals and policies for long-range land use and shorelands protection planning.

Specific deliverables for this grant project will include:
1) Copies of meetings notes, I & E materials, survey results, and newspaper notices.
2) Copies of all resource maps developed during project
3) A copy of the final report for this project

The Department of Natural Resources will be provided with both a paper copy and an electronic copy of the final report. The project results will be disseminated to the public by newsletter(s), public meeting(s), and local newspaper articles.

Amnicon/Dowling Lake Management District: Dowling Lake Water Quality Improvement Planning Project: Amnicon-Dowling Management District is sponsoring a comprehensive lake monitoring and management planning project on Dowling Lake. Activities include: aquatic plant, shoreland, water quality and quantity, and tributary loading monitoring; shoreland/land use mapping and modeling; social surveying; and planning with local stakeholders. Results will be compared to historical information and studies.

Final deliverables include: monitoring and modeling results, including maps and electronic data sheets; survey summary report; and a water quality improvement plan.

Special Conditions: WDNR\2019s monitoring protocols should be used and all data not automated via SLOH should be entered into SWIMS.

The specific objectives, metrics, and deliverables for the listed activities are included in the application and supporting materials, and this scope is not intended to replace or supersede those documents.

Amnicon/Dowling Lake Management District: Comp-Amnicon Dowling Lake Management District Comprehensive Plan: Project Scope and Description of Deliverables

The Amnicon Dowling Lake Management District is sponsoring a project to develop a Strategic Plan. Activities include professional technical assistance & training for volunteer monitoring (AIS & BMPs), a gap analysis, public participation & strategic planning, and education & outreach.

Project final deliverables include: a summary of training & volunteer monitoring efforts; agendas and minutes for planning meetings; public engagement examples; and a strategic plan that includes methodologies, results, and management alternatives discussion.

Special Conditions: 1) Monitoring data shall be entered into the SWIMS database; and 2) Draft sociological/user surveys and shoreline/BMP assessments must be reviewed and approved by the Department before being initiated.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR to receive both paper and electronic .pdf copies of the final report along with, or prior to submission of grantee's final payment request.
